In 1962, the Health Departments of South Bend, Mishawaka, and St. Joseph County merged to form one Health Department under the title “St. Joseph County Health Department”. During those early years, the department consisted of 1 part-time health officer, 10 to 15 nurses, and 3 to 5 public health specialists.
Today the department consists of approximately 50 employees.
Dr. Luis N. Galup was appointed as Full Time Health Officer by the St. Joseph County Board of Health on October 19, 2015. Dr. Galup was born in Lima, Peru and received his medical degree in 1963. He then moved to the United States where he completed his residency at Cook County Hospital in Chicago and Evanston Hospital in Evanston, Illinois. In July of 1967 he joined the pathology staff of the South Bend Medical Foundation. He was called into service in the US Army Medical Corp in 1968; he served for 2 years, and returned to private practice in 1971.
In 1976, Dr. Galup became the Medical Director of the South Bend Medical Foundation; in 1981 he was named President and CEO, a position he held until 2007. Dr. Galup was also a founding member of the Michiana Health Information Network (MHIN). He retired from the South Bend Medical Foundation in 2014 and looks forward to serving the citizens of St. Joseph County as Health Officer.
Nick Molchan graduated with a bachelor’s degree in biology from the University of Notre Dame. He started as an environmentalist at Marshall County Health Department in 1986 and became a Registered Environmental Health Specialist in 1988. Mr. Molchan took over as Marshall County Health Department Administrator / Chief Environmentalist in 1990. He graduated in December, 1991 with a Masters of Public Affairs from Indiana University, South Bend. He has been a member of the Indiana Environmental Health Association since 1987. Mr. Molchan is licensed by the Indiana State Chemists Office as a Pesticide Applicator (category 7a and 8) and Certified by the National Swimming Pool Foundation as a Certified Pool / Spa Operator. Mr. Molchan has been the Administrator of the St. Joseph County Health Department since the position was established in December of 2004.
